I'm writing this tutorial by request. You can make this for a webpage using different dimensions. I will research that and find out what those would be. If any of you happen to know let me know. Thanks
Step 1 Open a new transparent canvas 1024 x 898. Add a new layer name it border. Now go to selections, load from disk and load in my corner bar.
Step 2 Now flood fill that with your background color. Go to effects 3d effects, inner bevel and apply these settings.
Step 3 Add a drop shadow to your likings. I used these settings.
Your image should now look like this.
Step 4 Now add a new layer name it background and move it to the bottom.
Step 5 Now this is up to you. You need to flood fill your background layer with a texture of your choice or flood fill with a solid color then apply a texture.
Step 6 Now you want to add your text or accents to the background. To do so add a new layer and name it accents. I used the Platthand font then applied an inner bevel with these settings and a drop shadow using the same settings as before. For this sample I followed my Simply Elegant Background tutorial except I applied the dark color first then added the texture with the lighter color over the top.
